Implementation Guidelines for Change Request Form (CRF) Deployment and Utilization on MCA-21 Portal

The Ministry of Corporate Affairs (MCA) has released General Circular No. 02/2024 dated February 19, 2024, providing guidelines for the deployment and usage of the Change Request Form (CRF) on the MCA-21 portal.

Stakeholders are advised that the CRF is now accessible on the V3 portal to enhance user experience with MCA-21 services. This online form should be utilized under exceptional circumstances, serving as a means to request the Registrar of Companies (RoCs) for purposes not covered by existing forms or functionalities at either the Front Office (users of MCA-21 services) or Back Office (RoCs) levels. It does not replace any reporting, application, or registry requirements mandated by the Companies Act, 2013, and LLP Act, 2008. Requests for such purposes made through the CRF will be promptly dismissed. Furthermore, the CRF should not be employed for approval or registration queries, as existing ticketing and help desk facilities are available for such inquiries.

The primary intent of the CRF is to address tasks like Master Data correction and compliance with specific directives from Courts/Tribunals, which cannot typically be accommodated through existing forms or services on the MCA-21 system.

RoCs are required to process the CRF within three days of submission, after which it should be forwarded to the Joint Director (e-governance cell) for a decision within a maximum of seven days.
